Chinese foreigner allegedly kicks cat to death in Makati City

A search is now underway for a Chinese national who was spotted dealing a fatal blow to a cat that was roaming at the Ayala Triangle Gardens.

In a statement on their social media pages, CARA Welfare Philippines sought the help of social media users in locating a man who was caught on film kicking a "frail and defenseless" community cat at the Makati City park, reportedly resulting in its death.

"The cat was simply resting, unaware of the cruelty about to happen," the non-profit organization said.

"These stills, taken from the CCTV footage included in the barangay report, shows the man's ruthless attack on a defenseless cat. While the images may be distressing, they highlight the harsh reality and ongoing dangers that community animals endure daily," they added.

When confronted and brought to the barangay, the man was allegedly "arrogant and refused to provide his address."

He subsequently told the organization to write to the Chinese Embassy. Because of this, he avoided punishment and remains free to roam the streets and the gardens.

CARA Welfare Philippines requested assistance from the public for information about the man’s identity and whereabouts so they could proceed with filing a case against him.

They stressed how this was "not just an attack on one cat" as it was a "blatant violation" of Republic Act (RA) 8485, which criminalizes the "killing of any animal other than cattle pigs, goats, sheep, poultry, rabbits, carabaos, horses, deer and crocodiles."

The act originally meted out a punishment of imprisonment between six months and/or two years and a fine ranging from P1,000 to P5,000, but RA 10631 amended the law to increase the penalty depending on the maltreated animal's condition.

If the animal dies, the offender is imprisoned for one year and six months to two years and/or fined at least P100,000.

"This brutal act must not go unpunished. Violence against animals is unacceptable, and those who commit such acts pose a danger to both animals and society," the organization underscored.

"We refuse to let this innocent life be forgotten. Justice must be served. Help us hold the perpetrator accountable and ensure that no other community animal suffers the same fate," they added.

A substantial monetary reward will be offered for confirmed information leading to his location.
