LIST: NCAP implementation begins May 26 on these major roads

The Metropolitan Manila Development Authority is set to reimplement the No Contact Apprehension Policy beginning Monday, May 26, after being suspended for the past three years. 

In this policy, an MMDA operator at the command center reviews and confirms the footage when a traffic violation is committed then checks the vehicle's or motorcycle's registration details using the LTO's Information Query Facility. 

Once verified, the operator inputs the violation into the NCAP system, which automatically generates and delivers a Notice of Violation to the offender's registered address.

NCAP fines may be paid online via the Landbank portal. These can also be settled personally at the MMDA Redemption Office in Pasig City. 

The vehicle's license plate will be added to the LTO's alarm list if the fine is not paid.

To help you navigate the road properly and be aware, here are the major roads in Metro Manila that will be covered by the policy. 

Circumferential Roads

  • C1 – Recto
  • C2 – Mendoza, Pres. Quirino Avenue
  • C3 – Araneta Avenue
  • C4 – EDSA
  • C5 – C.P. Garcia, Katipunan Ave., Tandang Sora

Radial Roads

  • R1 – Roxas Boulevard
  • R2 – Taft Avenue
  • R3 – South Superhighway
  • R4 – Shaw Boulevard
  • R5 – Ortigas Avenue
  • R6 – Magsaysay Boulevard, Aurora Boulevard
  • R7 – Quezon Avenue, Commonwealth Avenue
  • R8 – A. Bonifacio
  • R9 – Rizal Avenue
  • R10 – Del Pan, Marcos Highway, McArthur Highway

On May 20, the Supreme Court lifted the temporary restraining order against the NCAP as requested by MMDA. 

According to Supreme Court spokesperson Atty. Camille Sue Mae Ting, the lifted TRO applies only to the MMDA and not to local government unit ordinances. Consequently, the MMDA is now authorized to enforce the NCAP on EDSA and C5.

This came after the suspension order was issued in August 2022 when several transport groups petitioned the Court, demanding that some local ordinances halt their NCAP operations because it has no legal basis to be implemented in Metro Manila.

The petition was released against Quezon City, Valenzuela City, Paranaque City, the City of Manila, and the Land Transportation Office.

However, Solicitor General Menardo Guevarra stated in their motion that the right to use vehicles is a privilege, and the MMDA manages regulation through the said policy

"Through the NCAP, they [MMDA] have established a mechanism to manage traffic and hold accountable those who abuse their privilege to use our roads," he said.
